I have 2 white bumps on my penis foreskin since a month. One is maybe like a acne or pimple. One is just a white spot. There's no pain no burning sesation nothing. Please let me know if this is concerning or not. One is on the right side of the penis. One is at the lower left side.

I have a rash on neck which was almost invisible through naked eye 3 months ago.I applied some itch guard and also applied beclomethasone for 4 days.It got well.But again it has come back and gotten worse.My skin is all red and peeling.
