Skin, Hair and Nail Problems

To start with - I am from a small town and do not have a good dermatologist that offers laser for hair reduction here. I shave when I have to go out but I'm getting stubbles on chin and upper neck and it is ruining my skin texture. I have thick dark hair on my chin and upper neck. What are my other options to get rid of facial hair?
