I've a lot of pigmentation and dark spots on my legs and arms due to mosquito bites. Is there any way to get rid of the dark spots or maybe lighten them a bit?

My scrotum is itching on both sides currently I'm applying beclomethasone dipropionate with clotrimazole cream  for about 6 months as per doctor prescription .it's controlling but if i stop for one day , i have severe  itching is there itching .why this itching is there for long time I'm suffering this itching for about 15 months is there any complete cure available without steroids or lifelong itching???
