Unable to control the urine, going to most to of the time to washroom, is this because of climate or other issue

Hi sir/ madam, I'm by Birth having urinary track issue, I got urethroplasty surgery in 2015. Even after the surgery the difficulty in passing urine remain the same, so my question is the surgery not went well or do i need to go for one more surgery. Is this urethroplasty problem can be recovered with surgery Or through UTI medication. Please help me to cure this as this is stopping my life events(marriage) Thanks, Subhash
