Kidney Problems

Hi. Is routine urine test sufficient for detecting urinary tract infection ? My urine routine tests are normal all the time. But I face pain at the top of penis and burning sensation while urinating. Also can urinating in hospital toilets can cause urinary tract infection?

Creatinine (method Jaffe)- 10.29 UREA (Urease Kinetic)- 157.8 BP and sugar (after fast) is normal. Please suggest what to do?
