Fever post vaccination

My mother got her second Covaxin shot on 28 June. Got mild fever around 99 - 99.3 till three days post vaccine. Her fever shoots up in evening only. She's been taking dolo only once. But today, after 3 days, she has fever around 101(again evening) and a cough. Are these vaccine related or some secondary infection?
