Ear-Nose-Throat Problems

My friend has a problem of nasal congestion which lasts about 5 to 6 months in a year.Doctors told that this is due to dust allergy.Accordingly some medicines were prescribed.He is taking vacccine also thrice in a week for the last 4 months but problem is still there.The most concern is that he reguraly takes otrivin nasal spray for temporary relief once in 2 hours.He has been dependent on it.Please let me know what may be the cause behind it and how to resolve.

My father has had Psoriatic Arthritis since 1990. But now his neck has zero mobility, possibly because of the arthritis. He has had vertigo previously. Now he is uncomfortable to walk as he gets a sensation of losing his balance. His neck problem has severed after his retirement. A doctor diagnosed it as bamboo spine. Kindly suggest.
