My 2 months old baby having small white patches or heat boils around neck as attached in the photo. Please prescribe lotion and how to keep baby to avoid it.

Poop was also less than a spoon. Kindly suggest something to cure his constipation. While making Aptamil feed, milk become too much frothy. Even waiting for long froth dont go completely. What can be done for this? Also should I change formula from aptamil to Similac plus?
