2 years and 3 months old grandson is stammering a lot . This problem started when he completed 2 years exactly. Before 10 days , stammering stopped and for the last two days it's too much . What could be the reason . Do we have to visit paediatricians?

My 21 month old boy had dry skin patches on his leg since December 2023. He sometimes scratches them. I have tried using Johnson cream, johnson powder, Candid powder, Vaseline and even Cetaphil baby lotion but nothing seems to help. Please advice. Attaching pics of the dry skin in his leg area.
