2 year baby constipation for 1 mnth , muout is also not working, afraid of suppository. Pls suggest any medicine

My baby is 6 weeks old, and she is born underweight (1.6 kg). her mother is 35 yrs old. The quantity of her breast milk is insufficient to satisfy the baby. Kindly advise which is the best formula milk to supplement the breast milk. The baby is healthy otherwise but gets irritated when hungry.
