When will my 2 year old start talking clearly .. he utters words only when he feels like ... Whenever I teach him something he doesn't respond .. is this a serious issue

My 7year old daughter suffering from cold from last week.we applied renelt cough syrup for 5days but cough has not been reduced.we started applying ascoril yesterday but cough has not been reduced.any other medicine can we apply?she has dry cough today morning runny nose also started.
