My baby is just 4 days old and since his birth he urinated 3 times only, once a day for 3 days. For last more than 24 hours he is not passing urine. Can anyone help me what is reason for this and what should I do and how serious is this

My baby is 4 months old girl baby and had given her 2nd vaccination yesterday from govt hospital and she had continous cold so injection was delayed. And she has redness in leg with swelling and she cries more for pain and what can be done for redness and swelling? And picture is attached below
