My baby boy is 3.5 month old. How many times I can use nebulizer in a day and which solution will be effective he has stuff nose difficulty in breathing due to severe cold.

My baby was born in breech position. He doesn't like to be hold in upright position (on the shoulder)
He takes his legs under stomach and try to hold his head straight and after a few seconds his head falls.
Can he get injured by hitting his face on our face or shoulder?
He is gaining normal weight
And he makes cooing sound too

My baby is 8 month old with 7.8 kg weight.
He is taking 3 solid meals and 450 ml milk in entirea day .
Is it ok ? Or shall I decrease solid meal and increase milk please suggest
