Skin, Hair and Nail Problems

I have issue with my skin around my mouth since 4 months. First I thought it was because of the dryness in weather and may be i licked my lips few times. However it did not resolve after staying home and using very good and moisturising lip balms. After I thought may be it is because of skincare which i started recently (added ordinary glycolic acid) but I stopped using it and it still came back. It is around my both upper and lower lip with some redness and itchy spots something like small hot bubbles i have been suffering and used few creams but it doesn't get better, please help

A doctor recommended tretinoin gel 0.025 for genital warts removal. I see that it is pretty rare for this medicine to be prescribed. Can anyone confirm if this will work?
