Skin, Hair and Nail Problems

I got a red patch on my chest 10 years back after i used a razor, since then it's there. Not painful, only itchy if contact with sweat. The patch grows with any inflammation food or alcohol and comes back to normal with healthy food and drinks. While having fever it grows more in size. I visited few dermatologist in the past but results are not long term

I have very deep pigmentary Demarcation lines on arms on both the hands. It looks very discoloration on hands. Please help how to reduce this discoloration.
