Skin, Hair and Nail Problems

Can wearing shoe insoles made up of synthetic rubber directly over feet while wearing shoes or sandals cause skin disease especially in rainy season? Im using these insoles to make myself look taller.

My face and neck area is very dark than the other parts. I use sunscreen for past one year but only little has changed. I tried beauty products but doesnt help. Also my eyes are sunken and dark circles. I get 2/3 acnes almost every month. I want to improve my face and neck complexion. Please suggest some creams or medications. I tried glutathione tablets which caused acid reflux so i stopped.
