Skin, Hair and Nail Problems

Greetings Doctor. My sister is having deep red rashes like pigmentation in her one leg, this is getting spread furthermore but in one leg only. She feels Itching but no pain. Please suggest some medication or ointment for the same. The reason is unknown, she never met an accident or allergic reactions. We have no family history for the same. I have taken, fluconazole, ketkonazole and itraconazole. These patches are resistant against all. Is there any test which can confirm what disease i have got and what's the best medicine for it ? It is itchy and when it dies it leaves skin flakes.

While giving money to beggars near temple, I got fingernail scratch from one of them due to heavy crowd. Later I realised that blood too came out. I'm so worried as I don't know the condition of that person's nail whether he was having any nail infection or dirty nails. The scratch is not deep but yes it was bleeding. What should I do??
