Does oiling really affect our hair? If it does what changes can we see in our hair. And what diet should we take to have health hair.

I have cut marks on hand. And, used many creams from 3 years but of no use. Scar became like a bubble type layer was formed. Please suggest the treatment to heal it might not remove scar completely but at-least to heal bubble layer so it might look little odd than before.
