Due to over sun exposure my skin got tanned. Now skin is getting rejuvenating slowly but black spots under eye are not getting cure..plz suggest any cream or treatment to cure it...

He is applying on scalp everyday(1 after breakfast n 2 after dinner)from almost  more than 2 years and dermat told to don't stop for lifetime.If we stop it causes more hairfall n become bald.  But how is it possible to effect on BP n all etc etc.Please suggest some info.As we are very anxious by nature already n it stuck in our head as it ll cause something like that.my brother has no burning scalp n all after applying that.please please guide us.
