Thin bones ,fat on stomach and man breast due to these symptoms i tested for low T , report said i have free T at range of 4.95pg/ml which is too below from standard , kindly help me how to treat this disorder

Sir , I'm 20 year old boy, but I look like 15 year old because i have no facial hair,as well as less pubic hair. I once taken the treatment from a doctor, he take my blood sample and told me that i have less testosterone level because my maturity cycle does not activated from brain, so he gave me testosterone depot 250mg as injection for twice a month for nearly 4 months, at the time of treatment my improvement was good , i can feel change in my voice,increase in pubic hair and all that. But after 3 month doctor told me that now you can stop use of testosterone depot, so i did it but now again i have facing same problem...my facial hair,pubic hair growth stopped. Sir please give me any solution for my problem.
