Swelling on left testical since 1 year .it hurts while walking and running .I am male 22 years old. I need treatment which can cure this problem ASAP

I am 23 year old active lifestyle fit boy but not doing some physical activity from last 10 days.I am feeling heavy scrotum and lower back pain from last few days. I have a medical examination also to join indian air force. And some of the tests would be variocele, hydrocele. So, my query is dt does my symptom shows anything serious or related to variocle and hydrocele? Can i do self examination? Or should i approach any dr. And if yes suggest me where to go near delhi?

I have these Red pimple type of things on my balls from many years.. I do not know what is it.. but I have itching problem on my balls and Sometimes when I do itching .. Blood came outside... continuously... please help me ... I am afraid now..
