After six months of exposer all rapid test are negative and six month western blot test came seronegative it's conclusion or not

When I was 19 I noticed a very light brown, flat, non irritating spot on my penile glan. Over a seven year period. I watched as this spot became shades darker and slightly bigger. At that time I noticed a second spot developing. In the next few years after I’ve noticed two more making a total of four. I have asked a doctors opinion once in person. He said he could not know without “scraping the cite and having lab test done” I do know I should have test done to be certain.
