I have stress and anxiety... and not feel comfortable.mentally distrub feel little little things cry all time

I cannot focus on anything from last 2 years, i forgot things which are very important..

Mood swings, irritability, lashing out, throwing things, saying oblivious, depression with a smiling face. Getting angry over nothing or the smallest things and isolating myself. Am I bipolar?

My sister is a mental Retardation patient ... she is 17 now ... before 7 months she had epilepsy for first time in her life.. before the 10 days of epilepsy her mental behavior was changed ... now she is being very abnormal and anger ,attacking , talking loud with unknown , she is has been taking torleva xr 500 since 7 months ,and we are consulting her with Institute Of Mental Health and Neuro Sciences(IMHANS).but she dont have any changes in her behavior. what will we do .we need our sistr back
