Kidney Problems

My father has been a diabetic patient for the last 39 years.He also takes insulin.He also has undergone through angioplasty and for the past four years he has started having kidney problems.His cretinine level within three months has gone from 4.2 to 8.4.We also notice that has feet starts getting swollen and has high bp.Please suggest what are my options.

For the past week, I have constantly been having the feeling of needing to urinate. When I go urinate, it always feels like there's some urine left up there. It always feels like I have to pee, or am currently peeing when I am not. My urine has been cloudy sometimes. I am not experiencing any pain or fevers, or any other symptoms. Only the urination feeling. Will this problem go away on its own, or should I consult a doctor? Thank you.
