Sir my brother suffering with heart rate consistently 120 to 130 and He met doctor and ECG taken. But when he was checked ECG came normal . What is his problem and what tests he need

My sister was going to sleep and her left hand and chest started to pain. Her BP was 101/65 and pulse was 85. She had an argument before going to bed. She suffers from harmonal imbalance and irregular periods since 6 years and she is under medication for that. Kindly help me what kind of doctor to consult regarding this issue of left side chest and hand pain.

I have shortness of breath problems.during shortness of breath my oxygen levels 99 and pulse rate 76 to 110 bp is 80/133, it's a heart problem.
