Cleaning the spores after Covid infectio

Covid Vaccination for Chain Smokers !!!
Hello Doctor,
My Father-in-law , he is 59 yrs old. He is chain smoker , diabetes and asthma patient.
My query is whether he can take the covid vaccination or not.
If he can take, then before vaccination and post vaccination how many days he needs to quit the smoking. For additional, he is diabetic and asthma patient too.
