I want to get reduce my eye lids size, my face always looks like just woke up so. How much would it cost?

My right eye is constantly flickering for two weeks. And both have irritations frequently along with frequent pimple that cause issue in blinking.

Hello, My cousin has in born blindness since his childhood. We have consulted various eye specialists across all over India for treatment, but we did not get any improvement in the vision. All these doctors said the same thing after going through the set of eye tests that It can't be cured. When we got the same response from all the Doctors wherever we visited we fully lost our hope.
