Left eye got swell today morning after getting from sleep. No irritation. No pain.no water coming from eye. The white eye ball is Slight red

I have climatic allergy since a long time. Whenever there is change in climate, I will develop block nose, continuous sneezing and wheezing and running nose with itching and irritation. After 3-4 days, my eyes also develop same symptoms. There will be continuous itching which is irresistible. If I itch slightly then also eyes will become red with continuous tears with blurred vision. Please advise some eye drops for me.

My father aged 69 years is a diabetic patient. Last 2 months back he had undergone angioplasty as well as minor leg surgery. Now he is also having problem with his eye. Doctor has suggested cataract surgery. But asked for a fitness report for his diabetes. His sugar was high which is getting under control now. My doubt is after getting fitness certificate within how many days he should undergo cataract surgery?
