Can I measure FSB after 8 hours of fasting? Or does it need to be a strict 12 hour fasting before measuring?

Sir my age is 24 Recently I checked testosterone levels which is 1273ng/dl I don't exercise but no alcohol ciggarette I read in internet that testosterone must be 300-900 at age of 19 plus but mine is beyond that is that a problem...please clarify..

On 12.09.22 I have done blood test of Glucose-Plasma(Random) and the Result is 108 mg/dl. On 15.09.22 I have done test of Glucose-Plasma(Fasting) and the result is 94 mg/dl and also I have done test of Glycosylated Hemoglobin (HBA1C) and the result is 6.8. So my question is:- Do I have sugar? Am I a diabetic patient? Please suggest ASAP what to do and what to not. Also suggest if i need to do blood test again for all these. Please respond soon. My father was diagnosed for diabetes years ago. But he never took any medications for it as it was ignorable. So we just concentrated on the food intake and included less amount of food where we knew the sugar percentage would be high. But now since 2 months he is having this pain which is not letting him do simple tasks like lifting a heavy bucket etc. He is experiencing this pain in both the deltoids. We are getting him tested and the sugar levels are not reducing. Reports from the past 2-3 months say that the sugar levels are high. He has been taking homeo medications for it but we still don't see any improvement. Please help about the pain.
