Hello doctor, please check the baby photo I attached. Can you please let me know if this is a heat rash which is near his eyes ? Can I apply Cetaphil for it to go away or is there anything to worry about?

Good morning doctor, my daughter is 5months 8 days old last night she was fine but most of the time her eyes are watery and we did massage also still there's no relief for my daughter always she rubs her right eye and tears flow from corners and its swollen now is this normal do we need to visit paediatrician or ophthalmologist pls help thank you
