Doctor if we gave pcv first dose in 4th month at hip region can we give remaining doses and booster on thigh.would the first dose useful or gone waste or will any side effect ad injected on hip region. please help!

My baby boy was vaccinated by BCG a week after he was born. He was vaccinated in a government health center. As I observed during the process, the vaccine did not penetrate into the skin and was totally drained after being injected that supposed to make a small lump on that area. Me and my wife waited for the swelling in that area but it did not happen. Now he is already 1yr and 4mnths old and still no swelling happened not even a small scar. I raised this concern to the health center and they advised us to just get a booster on his 5th or 6th birthday if I remembered it correcty. But the situation has change since my wife's brother was suspected to have a TB after being examined in a medical center. I would like to ask if the vaccine will be effective in protecting my child against TB given on how it was administered? If not, when can we have our child properly vaccinated again and where? My Infant is suffering from cold. The local doctor suggested to use "Ecolite" and "Tacof p" syrups. Are these antibiotics? and is it okay to use these medicine for 50 Day baby boy??
