My baby is 3 months old, my breast milk supply is very low even sometimes there is no milk , I m trying lactonic Granules also but no result, now my baby is on formula milk similac , can I start cow milk to my baby, is it true formula milk makes baby weak?

Daughter is of 11month, corrected age 9 month. She was diagnosed with Periventricular leukomalacia (PVL) after birth MRI. She has not yet started crawling, is this because of PVL.
