Chest & Breathing Problems

I always have cold. Like my nose is always full. And also I have difficulty in breathing. And I get sputum either from nose or the throat. It's summer here but still I have cold. Breathing difficult is i can't breath from nose normally I need to breath from mouth. Is it because of some problem? Or is it just because of cold.

This is 3 rd time I am asking I need suggestion plz. My mom age is 48 yrs .She has a shortenbreathing problem ,we consulted pulmonlogist & cardiologist doctors they examined & has got all type of tests according to problem they said everything is good, If everything is ok what's the problem? No-one suggesting to whom we should contact .She has thyroid problem that's why breathing problem is coming? Is this is a problem,but she taking tablets related to thyroid.plz suggest me to whom I contac

My mother (65 year) was being treated for CHF, Pulmonary edema and tachycardia for last 4 years. However, recently a cardiologist (after echo & ECG) told that it's not heart disease and referred to pulmonologist where she was diagnosed with COAD (after CT scan). After lungs treatment her SpO2 is improved from 85% to 95% but her tachycardia is continued. She is on previous cardiologist treatment as well. Now what can be done? What's the exact problem? Whom to change pulmonologist or cardiologist?
