11 year old child Elbow joint is disturbed fixed not perfectly so that problem Their are band in hand abnormality in show and movement

My grandmother who is 87yrs old met an accident in the bathroom and she fell hardly , fracturing her left leg thigh bone . Now we have taken an X-ray and after referring it, the local doctors are denying for any possible treatment in this old age. As of now, they have dressed her leg with a plaster with a rod support in it. Please suggest treatment
