How do I go about it? Severe pain is impairing general movement of the body, unable to walk.. and sleep

I need to know my mother is suffering with very old joint pain in hands and legs. Now she can hardly raise her hands and even she is joy able to sit down at floor. Kindly suggest which doctor is suitable for this. Is this problem belongs to nerves or it belongs to bones. Kindly suggest who is suitable doctor for her or which type of test we can do?
