Skin, Hair and Nail Problems

From last 2-3 months, my upper lips are red and itches a lot.it always become dry and irritates so much.also develop rashes sometime filled with fluid.skin above upper lips becoming white.i have also consulted a doctor.she prescribed me metrogyl ointment, multivitamins and allegra.but its not healing permanently.attaching pic for your reference.

Genital wart's can be treated with podowart  ? If no, then how it can be treated completely..pls suggest me best treatment.

I have an irregular patch on my thigh. I have attached a picture of the same. I have started to realise it is there since 20 days. But i don't know if it was there earlier as well.
