Small red dot prick kind of dots are there on skin. No pain or not itchy. What these could be and will they go away

Some areas like fingers and nearby are getting white than usual other areas. Can anyone say what is it and why it is happening???

My hair shafts Or length is quite hard, dry and lifeless. As I apply oil on hair shafts, it pulls out from scalp.. So I restrict oil even on the scalp... Haven't applied oil from the past 2 years after which I noticed 4, 5 white hair strands which usually never happened to me before. I don't even apply conditioner as I am quite afraid of applying that too.. Also it's hard to detangle my hair after wash without serum. Till now using livon for Detangling but it doesn't help dryness, lustre, or harshness of shafts. 1. What could be an ideal conditioner and serum for my hair shafts? 2. Also is the white hair a result of not applying oil? But applying oil results in severe hair fall for me.
