Peeling lips

Since a year or 2 i have observed there's peeling lips even if i apply vaselin, chapex or any lip balm, it will get peeled every 4-5 days and as you can see the encircled area, some white skin like forms which gets peeled when i rub it, if not rubbed eventually it will get peeled somehow..
