Spots in legs from the roots of hair . Black spots and it is itching and every time rubbing it is pain

Occasionally have acne on scalp which becomes red with pain and irritation. Sometimes subsides after a cold water bath or grows with puss formation. Was using Topisal 3% lotion for the acne but after it subsides it comes again. Have oily scalp and dandruff since many years. More prone to this issue during summer when scalp becomes oily. Using Ketoconazole with Zinc mild shampoo. Dandruff reduced but hair fall is more with hairline also inching up. No allergies or issues with use of any medicines. How to reduce or cure the acne issue? How to reduce hair fall and bring back hair growth?

Is it okay to apply Vaseline petroleum jelly in fungal infection or scabies.? Cuz the area is really dried and a visible white spot is present... It feels like crackling of skin.. there's pain in between the thighs and genital region.
