I have problem in my left side scroto , facing this problem from last 3months now I feel it may be going to be big issues

I have red rashes like spots on penile ithcing and burning I had shown this to the doctor he said it's a yeast infection , I have gone through the medications he had given  me twice but the rashes keeps occuring again for a day and then disappear. I have also got my STI HSV AND HIV test done  so as to rule these out which came negative too. Can you suggest me some medication for this.
