I wear a locket with a fabric thread around my neck. I didn't take it off while having a bath, so it would always get wet. Then it caused kind of a ringworm. I used medication and it has healed. But the skin in that area still looks much darker in color compared to my normal skin color. What can I do to get my original skin color back?

When i scratch my groin area , some kind of dirt scale off my groin area.Sometimes it's kind of white, and sometimes black. My groin area is looking like black covered for this infection. It also itches . My groin area always stay pretty wet .And it smells bad. i'm having this problem for at least 6 years.
