Thyroid, Endocrinologist

I am 50/F I have thyroid from many years and my results are as follows: T3:2.90. T4:0.95. TSH: 16.251 I am taking thyronorm 25mg as of now. Please suggest the measures with which I can control TSH and bring it down . Does these levels indicate an immediate action? As T3 and T4 are normal in range and TSH is high. What should be the next step? Is this severely high?
