Hypothyroid

I was taking 75mg of thyronorm medicine and my TSH was in the normal.range for two months. But after that I got tested again and TSH was 9.23 .So , dose was increased to 100 mg. Now.i got tested and result is 0.21. I want to know that should I reduce the dose again ?? What is the reason for the fluctuations in the result?
