Baby is crying 3/4 hrs after vaccination. Baby took Japanese encephalitis and hepatitis vaccine in two thighs. Baby age 1 year.  There is no fever. Can we give something to comfort him?

Hi my baby girl is 5 months old. Birth weight was 3kgs. Now she is 6.2kgs. She can lift her head and chest when she turns down but her head is shaky all the time. I am worried when people say that the baby is not achieving milestones as head Is not steady. Is this a problem? How can I fix this and support her for good head control? Any suggestions will help please
