The right side of my chest is feeling slight pain or irritation i have had a consistent cough for like a month

My father is suffering from COPD stage 3. He was addicted of smoke.alchohal and opium.he was adimtted in hospital 15 days.medicine specialist gave deriphyllin.sucking capsule with pump and some antibiotic .now he feels bulgam in chest but it did not comes out. Nd other side psychiatrist started tramadol.first 100 mg thrice time and now 100 mg 2 time... Now problem is that he feels vry weakness.he could not walk more than 100 mtr...feels sans fulna... Pl suggest me what we do.plz suggest me a good dr in hisar or delhi...
