Skin, Hair and Nail Problems

I'm having itchy rashes on my right thigh and  from yesterday evening. The itchiness is not allowing me to sleep.

I was diagnosed with pcos last year in the month of January, since then I'm on it medication. Due to which I have gained weight, having hair loss and acne. Since last two months I'm facing the problem of hair acne, oily scalp, itchiness and dandruff. To prevent it I switched from three hair wash a week to almost everyday hair wash but the problem was not solved. Please guide me for this.

So from my back when i touched i felt like something, in that area this thick hair like thing regrows multiple time, even though i pulled it out with its root once, what is this and why this thick hair regrows?

I have no beard growth in the marked area. This area has remained hairless for more than 2 years. What can be the treatment for this?
