Appeared some 4months back , went to urologist, he prescribed crotorax to apply for 3 days, i followed but bumps disappear and again it appears, even I applied for more days but same condition. What it can be , is it herpes, psoriasis, scrotal dermatitis, scabies or what ? What should I do ?

Hi, I  have a cousin that's experiencing a hard time peeing (it burns and hurts at the end of the tip as what he say). Also he said he is experiencing abdominal pain. There's also a white liquid coming out of his genital organ. He already did a urinalysis to know if its UTI but its not. His not reactive HIV either.
