My new born son has gross hydronephrosis in left kidney. Is it curable? Medicine needed or operation?

My 2yr old baby girl is crying while passing urine from morning. She had urinary infection one year back. Could it be again urinary infection.

High BP always ( 160/70), low quantity urine out flow. Heavy constipation. Too much gas in stomach. Always stomach very Heavy. Burning sensation always in toes and hands. Heavy head and burning sensation in head. Dry throat. Feeling very uneasy due to heavy stomach and trouble in urine passage.
