Sir please help what is the reason low urine flow feel urge to pee i have done uroflowmetry low urine flow i  attached my report please say what to do

This is my mother's urine culture report..can you tell me how is the report .. she have any majore problem or not..she have no any symptoms..

I am urinating once in every hour since 2 years. I consulted many doctors intially i had UTI which got cured with antibiotics and the report came Normal but I still had frequent urination i consulted 3 urologists till now, the abdominal USG, Urinalysis, thyroid, Fasting & Random blood sugar, urine culture reports came Normal. they said i have over active bladder and i took Terol LA and amoxyclav for 30 days found no relief and i stopped taking any medicine as i am tired of taking tablets since 1 year. I wanted to know if this is curable? Whom should I approach? What are the treatment options? Plz help
