Diagnose with high sugar

My father is recently diagnose with sugar. His sugar level is reach to 460 after having food and and at empty stomach it was 380. Yesterday we had test of glycated hemoglobin and result was 10.3 and it was very scary.
Kindly suggest me how to proceed further .

My mother is diabetic. She is also having constant pain in her left hand and on the outer side of her left thigh. She doesnt get sleep, cannot walk properly & gets tired easily. She cannot take her left hand behind her & also cannot raise it up. Pls advise what should be done in this situation. Is she having arthritis?
